I have found this several times on  O. crocata stems but only on the wet parts, never on the dry parts.  It is common here in Cornwall, UK at the present time.

Hmm, this does not seem better, now you have Sambucus and Hedera, and your yellow fungus does not look Propolis-like.

The spores could belong to Karstenia idaei.
