Picco 1788 is older than Pollini 1816. Sanction by Fries can be indicated as Picco : Fr. (not ex Fr.!), but this may be omitted. Thus Index Fugorum seems right.

The correct name is Tuber rufum Pico.
See in History of Italian mycology... page 62:
"In 1787 in Turin an interesting work by Vittorio Pico (1750-1823), doctor and naturalist in Turin, entitled "Melethemata inauguralia" appeared that included the topic of Mycology. In this work are several important speciopraphic explanations such as the basics of nomenclature. Pico was also the author of several dissertations in which he addressed issues related to toxicity and edibility of mushrooms."

A further study has shown that (1) Fries exclusively sanctioned Pollini´s name with type collected near Verona and (2) that Pollini diid not have any connection to Picco´s publication. Therefore the correct citation will remain T. rufum Poll. : Fr.

Yes, that's true. The name sanctioned by Fries (so protected against the previous homonyms) is Tuber rufum Pollini. The name was published in 1816 in his book Libro Horti et provinciæ Veronensis plantae novae vel minus cognitae, Fasc. 1, p. 33.
I think that the tradition used the reference Tuber rufum Pico because Vittadini (1831) cited this name. In the same time, Vittadini considered the two names as synonyms. I don't know if the type material of this two names exists and has been revised...
