What a nice fungus! I have nothing in my database on conifer needles with such a spore size.
The IKI reaction is hemiamyloid, not dextrinoid. After KOH you will get a blue reaction.
I have no idea about a genus. The paraphyses seem to exlude Allophylaria.

I don't have idea about the species, but I've seen it on Tsuga canadensis needles. (https://inaturalist.ca/observations/157406568).
I also found very much the same species in Zotto's folder in Durella group - spruce needles.

No Francois, I didn't sequenced it. I had only one needle with these cups and I've used them all for my microscopy.
