Stalked white conidiomata on bark

This collection is from bark at the base of a dead Tsuga heterophylla from the USA, Washington in a maritime conifer forest, about 500 meters elevation.  The conidia are 5-6 x 2 microns.  I have also found this on a down conifer log.  Any idea what it is?
