The Index Fungorum <http://www.indexfungorum.org/Names/NAMES.ASP> has it right: Cyathicula cyathioidea (Bull.) Thüum., but most mycologists now prefer to folllow Carpenter and call it Crocicreas cyathoideum (Bull.) S. E. Carp.

Indeed the name Peziza cyathoidea is sanctioned. So either (Bull.) or (Bull. : Fr.) are correct for any transfer to another genus under the ICBN The general suggestion is to leave out the " : Fr." sanctioning notation except in monographs or special nomenclatural studies.
